Unit Manager for Government Agency in Solna

We are now looking for you to take on a consulting assignment as a Unit Manager for our client, a government agency in Solna.

  • Scope: Full-time 100%
  • Start: 20260201
  • Duration: 20260630

You will be employed by Poolia but will work at our client's location in Solna.

About the Position

A new unit will be established within the agency's section for employer policy, responsible for payroll, systems, and staffing. Pending the recruitment of a permanent unit manager, the agency wishes for a temporary solution through an interim manager for the newly formed unit.

Your Main Responsibilities

As a unit manager, you are responsible for leading and developing the unit and its 14 employees by planning, organizing, prioritizing, and ensuring the quality of payroll management for the entire agency.

The unit is responsible for:

  • Ensuring good internal governance, control, and efficiency in the payroll disbursement process, including time reporting, expenses, and scheduling,
  • Contact management and requirements for services from the Swedish Agency for Government Employers (SSC),
  • Regulations and issues regarding pensions, insurance, or compensation for personal injuries or damage to employees' property,
  • HR statistics, BESTA classification, and follow-up
  • Collaborating with the finance section
  • Scheduling and staffing issues.

Who Are You?

To be considered for the assignment, you must meet the following criteria:

  • Academic degree in economics, HR, personnel administration, or a field deemed relevant and equivalent by SiS. Degree certificate must be available upon request.
  • At least seven years of experience working with payroll management and payroll systems in an organization with at least 500 employees
  • At least two years of experience as a manager in a relevant area.
  • Solid experience in systematic work with payroll-affecting events.
  • Solid experience in streamlining and creating processes for operational work with payroll and HR systems
  • Solid experience in developing clear processes for internal governance and control of payroll processes

You are driven by working towards goals and focusing on results. Governed by goal- and results-oriented thinking in prioritization, planning, and actions. Adjusts direction when goals change.

  • Demonstrated ability to collaborate, build good relationships, and trust
  • Demonstrated good communication skills, both verbal and written
  • Demonstrated accuracy and ability to structure — to ensure correct payroll and compliance with regulations.

You should be able to verify that you meet the stated requirements through a couple of reference assignments. These should have been completed within the last five years. They do not have to be consulting assignments but can refer to previous employment.

Your CV should include information about the nature and scope of the assignment, the client, and the assignment period.

You should have managerial experience from a relevant area. This refers to managerial experience from operational work in areas such as payroll management and pensions or finance.

You need to be available for interviews during weeks 5 and 6.
